The Can Tho Provincial Party Committee Base relic in Phuong Binh commune, Can Tho city, was built on a land area of about 6 hectares and surrounded by trenches: Lai Hieu canal, Ca Cuong canal, Rach Cu canal, Ba Bai canal. Can Tho Provincial Party Committee Base was started construction in early February 1972, at the house of Ba Bai - a former landowner, so people used to call it "Ba Bai Base".
