Built in 1894 during the French colonial period, the project is one of the oldest water towers in Vietnam, associated with the process of forming Hanoi's modern water supply system at the end of the 19th century. In recent years, the tower has been renovated and opened for sightseeing, combining art display spaces and exhibitions about history and the environment.
